BloomSouth has created the most innovative state contract program
to address the changing
climate brought on by budget restrictions and OSD's requirement to recycle
old carpeting.
FAC25 will enable you to contract cleaning and maintenance service as well
as interior
design and space planning for renovation or new construction along with
your flooring purchases.
WHAT ARE
THE BENEFITS OF A STATE CONTRACT?

FAC25 is
a price agreement that offers Commonwealth purchasers a means of procuring
quality, or "best value" carpet, tile and flooring services easily and
efficiently.
Because
the specification writing, bidding, and evaluation have been done for
you,
as well as an award based on volume purchases, FAC25 represents a considerable
time and cost savings.
Because
OSD has researched the products and services available on FAC25 with
considerable input from flooring manufacturers and contractors, the
goods you
purchase off FAC25 are more likely to perform well, and offer excellent
warranties.
Using State
Contract products allows you to develop standards of quality and
maintenance for your facility. You can work with the same vendor and
the
same products year after year or develop a custom flooring program to
suit your
budgetary and space needs.
The State
Contract for Carpet and Tile can be used for new construction as
well as renovation projects. If you are building a new school, town
hall,
police station, or any
municipal facility, you want the highest quality flooring
you can afford in your new
building. BloomSouth Flooring will work with you
and your Architect to specify products you know and want. BloomSouth
will
use its buying power with national carpet and tile manufacturers to
grant
you special pricing for your project. You not only save the cost of
the
General Contractors profit and overhead, but you are guaranteed
to receive
the product you specified, no switches, no 'equals'.

MAKING THE STATE CONTRACT FOR CARPET & TILE WORK FOR YOU

- FAC25 allows for the purchase and installation carpet,
carpet tile,
- 6' vinyl back carpet, VCT and sheet vinyl and rubber flooring.
- The services
available on the contract are numerous and include
recycling of old carpet, design services, product & installation,
floor preparation as well as cleaning, maintenance, repair and
removal of carpet and flooring.
While the State Contract for Carpet & Tile is the most convenient
and
effective method to buy flooring products for existing buildings,
it is
also a compelling tool for use with new construction. The Contract
is
an efficient alternative to the general bid process for municipal entities
with specific carpet needs who want to build a relationship with
a
quality driven, reliable contractor. BloomSouth Flooring is such
a company.
- Municipal
specifications are written with an 'or equal' clause to preclude
proprietary specifications.
In an effort to save money and increase profits, both
the general contractor and the flooring contractor may hang their hat
on the
'or equal' clause and submit an inferior and less expensive carpet
to the
architect, claiming it equals the quality and durability of the specified
product.
- It is unusual
for the savings to be passed on to the Owner in the form
of a credit. The result is a building with an inferior product
that does
not meet the quality standards established by the owner for its other
facilities. In addition, because the flooring has been awarded to the
lowest
bidder,
the only recourse in the event of substandard installation is
to
withhold money from the general contractor, or begin a vigorous campaign
to force the contractor to correct the problem. At the end of the one-year
warranty period, the subcontractor washes his hands of the matter.
- To avoid
the pitfalls of challenged specifications and less than reliable
contractors, consider removing the carpet from the general bid and
proceed under the State Contract guidelines.
- BloomSouth
Flooring will work with you - the Owner, to specify products that
will meet your budget. Simply instruct the Architect that the carpet
will be
purchased by the Owner under a separate contract and should not be included
in section 09680 Carpet. By working with BloomSouth Flooring, you can

Installation, in accordance with
Massachusetts General Laws is based on the local Prevailing Wage and
may or may
not be included in the general bid.
- A further
benefit of purchasing the carpet for your new building under the State
Contract

result in a savings of several thousand dollars. There is little chance
of delaying the
